Senior Resident Engineer

Position Senior Resident Engineer for Landside / Airside (specifically Airport Inbound Roadway Improvements)

Project Description HJAIA roadway improvement project will upgrade the roadway network to and from the domestic terminal to permit airline passengers and other airport users to ride safely and conveniently to the airport. The project will widen and realign Airport Boulevard, and realign connecting ramps and loops to the North and South Terminal Parkway, improving traffic merging and weaving conditions, increasing decision times and extending sight distances. This work also provides for RAC traffic to exit to the north not the south and improves traffic and wayfinding on Riverdale Road. Work includes new bridges for over- and underpasses, concrete pavement, curb and barrier walls, excavation and/or embankment, retaining walls and new wayfinding signage.

General Duties:
Manager of construction responsible for coordinating efforts of the contractors during pre-construction, construction, closeout, and occupancy.

Reports To:
Operationally: Assistant Director for Landside/Airside and Applicable Project Managers
Administratively: Assistant Director for Construction Support Services

Supervises:
Assistant RE, Office Engineer, Inspectors, Safety, Diversity Coordinator

Essential Job Functions:

  • Responsible for maintaining overall control and expediting the construction work to facilitate completion of the project.
  • Enforce all construction documents for quality, scope, schedule, and budget conformance.
  • Enforce the terms of the Contract.
  • Assist City and Project Manager at pre-construction meetings.
  • Work closely with the Project Manager and communicate well with the project team.
  • Monitor and supervise the field coordination and inspection personnel.
  • Expedite resolution of construction problems.
  • Monitor and manage all field directives.
  • Responsible for evaluating the progress and quality of construction activities in conformance with approved schedules and budgets.
  • Establish and conduct weekly construction meetings.
  • Obtain Daily Reports from all contractors and inspectors.
  • Prepare Resident Engineer's Weekly Report.
  • Develop and oversee Quality Assurance Program for each assigned contract in concert with the Quality Assurance Coordinator. Monitor design consultant inspections.
  • Manage schedule updates, provide and approve any logic changes.
  • Review, approve, and certify contractor requests for payment.
  • Determine that insurance, bonding and contracts requirements are properly executed and maintained.
  • Coordinate separate contractors' lay down areas, office locations, and equipment placements.
  • Coordinate construction interface with local utilities through the Utility/Agency Coordinator.
  • Oversee negotiation, preparation of and review all Contract Amendments, Miscellaneous Modifications and Change Orders.
  • Establish Substantial Completion in conjunction with the project team's input.

  • Oversee project close out and client occupancy.
  • Budget, develop, and manage task orders specific to construction management support personnel.
Supplemental Job Functions:
  • The project manager will form close links with subject matter experts and other project influential entities to ensure that DOA and GDOT are satisfied customers.
  • Effective oral and written skills for client presentations and technical reporting and correspondence.
  • Demonstrated ability to interface with all levels of project team, client, and others.
  • Knowledge of contract negotiation and administration.
  • Other project-related duties as assigned by the Assistant Director for Landside / Airside.
Essential Equipment Requirements:
  • Knowledge of all applicable computer spreadsheet database and word processing software and hardware, including project management and scheduling applications.
  • Business telephone, fax, and photocopier.
  • Calculator.

Minimum Qualifications:
Candidate must have first-hand experience working with:
  1. GDOT Bridge Maintenance Dept.
  2. GDOT Construction Dept.
  3. GDOT Geotechnical Bureau
  4. GDOT Engineering Services
  5. FHWA
Education
  • Bachelor's degree, preferably in Architecture, Engineering, or Construction Management.
Experience:
  • Fifteen (15) years of management experience in construction and administration of large multimillion-dollar, Roadway programs.
  • Experience specific to road and bridge construction is required.
  • Education and experience in civil construction is preferred.
License, Certification Or Testing Required:
  • Professional Engineer License or CCM certification preferred, not essential.
Special Skills or Characteristics:
  • Good working knowledge of computers.
  • Good oral and written communication skills.
  • Ability to work effectively with others.
Candidate should be very familiar with the GDOT Bridge and Structure Manual ver. 11.12.09.
