Proposal Manager

Responsible for managing the proposal development process from beginning to end. Participates in the evaluation of requests for proposal (RFPs). Responds to RFIs, RFQs, RFPs related to Strategic Planning, Project, Construction and Facilities Management solicitations for Private and Public sectors. Once a decision has been made to pursue an opportunity, develop the proposal management plan, draft the proposal and ensure that all milestones for a successful proposal are completed in a timely and accurate manner in order to submit proposal in time. Capable of creating and managing winning proposals.
General knowledge of government (federal, state and local), company, and local policies, procedures, and regulations (e.g., Estimating system manual, FAR, DFAR, TINA, ITAR, Procurement integrity, Export Compliance) relating to the development of cost proposals. General knowledge of proposal, accounting, and rate development. General knowledge of audit, fact-finding, and negotiation processes (e.g., self audit, internal audit, government audit, effective negotiation) and how they affect the proposal process.
Basic Qualifications:
- 10 years of actual proposal management experience
- Minimum 10 years of proposal development experience
- A minimum of 10 years managing medium-sized technical proposals (40-100 pages) for federal, state, or municipal governments and commercial clients
- Must be able to write and articulate effectively using the written medium
- Experience in writing and editing proposals for categories listed above based on the FAR
- Experience in responding to RFPs and RFQs using the Federal government SF 330 template
- Experience managing the document production process
- Experience writing and editing corporate statements of qualifications
- Experience in leading proposal development strategy sessions with internal and external team members
- Experience in developing capture plans and managing the capture process
- Experience in leading or supervising proposal teams composed of subject matter experts in construction and program/project management
- Experience in interviewing subject matter experts and writing resumes
- Experience in developing detailed proposal development plans
- Experience in coordinating and conducting proposal kickoff meetings
- Experience in writing and editing project descriptions
- Participates in the evaluation of the RFP
- BA/BS in English, journalism, or related field
- Advanced experience using Microsoft Word, Excel, and PowerPoint, and Adobe Acrobat
- Basic experience using MS SharePoint, MS Project and MS Access
Preferred Qualifications:
- Desktop publishing and Acrobat skills
- Experience in designing marketing literature such as flyers and briefing boards
- Experience interpreting terms and conditions
- Experience developing presentations for oral proposals
- Experience coaching presentation teams
- Understanding of project management principles, PMI training preferred
- Experience compiling pricing and cost data
- Experience preparing graphical illustrations
- Experience maintaining corporate websites
- Experience using Internet information sources and bid services
Degree Required:

Master of Business Administration
Certifications Preferred:
APMP Foundation Level Certification Preferred
Training:
Completed Shipley Associates Federal, State and Local Government Proposal Development Workshops
Major Job Activities:
- Accept ownership of proposal development and management process from cradle to grave
- Strip requirements from RFPs. (Stripping is the process of listing the requirements and placing the lists in a compliance matrix for incorporation in the Capture Plan or Proposal Management Plan.)
- Develop series of templates for types of proposal plans, resumes, duty descriptions, etc.
- Assign writing tasks to Proposal Writers.
- Assemble the Pink/Red team proposal documents/reviews.
- Recover the Pink and Red Team Reviews or they coordinate corrections to these documents.
- Develop proposal management plans.
- Write executive summaries.
- Work with Business Development Managers to address clients’ needs and to develop solutions.
- Conduct quality checks of proposal documents.
- Ensure that proposals are received by clients on time.
- Develop/Manage/Maintain proposal databases
- Ensure that proposals are compliant and responsive to the clients’ instructions and requirements.
- Coordinate proposal teams.
- Prepare final versions of teaming agreements and nondisclosure agreements.
- Ensure that all corporate directives and policies are accomplished before proposals are shipped to clients.
- Create and maintain lessons learned.
- Review lessons learned before work starts on a new proposal.
- Supervise Proposal Specialists, Proposal Writers, and Graphics Specialists.
