PROJECT CONTROLS MANAGER

OVERVIEW:  Plans, develops and supervises all cost and schedule functions for a large, complex project, a group of medium size projects, or a group of individuals on separate projects.  Insures all project cost and scheduling activities such as schedule development, updates, progress reporting, earned value analysis, and problem analysis comply with company and client requirements.

RESPONSIBILITIES:

  • Supervise Cost/Schedule Engineer staff assigned to the project or department.
  • Cost Engineering:
  • Supervise the preparation and maintenance of the project budget, actual costs and the cost forecasts.
  • Assist in the selection and implementation of the cost management system to be used on the project.
  • Develop the Work Breakdown Structure, code of accounts, and pay item numbering schemes.
  • Supervise the preparation of various cost reports, such as percent complete, productivity analysis, man-hour summaries, progress reports, and earned value reports.
  • Participate in the review of cost estimates and change order estimates from contractors to ascertain reasonableness.
  • Identify project cost trends and supervise the trend program.
  • Assist in the development of the schedule of values for construction contracts.
  • Provide direction on measurement and payment specifications.
  • Scheduling:
  • Coordinate the preparation and issue of master schedules, problem analysis reports, variance reports, pre-op schedules and milestones, etc.
  • Assist in the selection and implementation of the project scheduling system, schedule progress reporting and methodologies to be used on the project.
  • Develop the Program Master Schedule Work Breakdown Structure, activity coding and resource definitions.
  • Develop Project Schedules by reviewing plans and specs, discussions with designers and Construction Managers detailing all work to be accomplished.
  • Identify project schedule trends and supervise the trend program.
  • Conduct schedule review and progress meetings.
  • Conduct plan reviews and site visits to assess/confirm program progress.

REQUIREMENTS:

  • Bachelors Degree (or equivalent) in Construction Management, Engineering, or Business or other related technical field.
  • At least 15 years of project controls experience, including a working knowledge of all areas of project controls.
  • Ability to set and manage priorities.
  • Able to develop quantity and cost estimates from design drawings and specifications, organize a scope of work, develop a budget, and prepare a computerized CPM diagram.
  • Proficient computer skills including word processing, spreadsheet, cost management and project management software (Primavera or Microsoft Project)
  • Excellent written and oral communication skills
  • Able to work as a team member, contributing to the overall program development by participating in group discussions in areas of expertise
  • High integrity and honesty
