FEMA (Federal Emergency Management Agency) coordinates responses to disasters nationwide. The agency is a component of the Department of Homeland Security.

Under the Public Assistance Grant Program, FEMA manages assistance to State, Tribal and local governments and certain other entities. The Agency provides funds to repair, replace and restore facilities damaged or destroyed by disasters.

USACE-Baton-Rouge-Disaster-Response_Image-CROP-WEBLuster provides technical staff to FEMA as part of a consortium of companies contracted to support the Public Assistance Grant Program. We provide public assistance experts in more than 50 disciplines including planners, schedulers, inspectors, insurance specialists, recovery specialists, architects, estimators, project managers, and construction managers. In carrying out their duties, Luster personnel use various Government information systems to prepare and distribute reports to ensure rapid processing of claims.

Luster personnel perform a variety of tasks ranging from cost estimating and scheduling to damage assessments and report preparation. Our personnel liaise with state and local government public agencies such as school districts, police departments, fire departments, non-profit organizations, and volunteer organizations. Our personnel also inform these agencies about the FEMA assistance process, help them complete paperwork (project worksheets), and submit claims to the government.

Because the Public Assistance Grant Program is rooted in numerous laws and regulations, a critical role of Luster’s personnel is informing agencies about compliance requirements. The laws and regulations controlling the Program include the Clean Water Act (CWA), Clean Air Act (CAA), Coastal Barrier Resources Act (CBRA), and the Fish and Wildlife Coordination Act (FWCA). Luster helps agencies comply with all applicable laws, regulations, and policies, taking into account special circumstances and the needs of the agencies.

Luster also trains disaster relief workers in project scheduling and cost estimating.
