Transit_SpeedRail_Blur_5081096_Subscription_L-CROPLUSTER, as a subcontractor to Jacobs, provided cost-engineering services to the Federal Transit Administration of the U.S. Department of Transportation (USDOT) during planning for the 20-mile, $4.6B Honolulu High-Capacity Corridor mass transit system. LUSTER reviewed the construction contractor’s feasibility study, proposal, and other project documentation.  LUSTER was instrumental in outlining project requirements, needs and expectations for deliverables, and preparing the project team for a Risk Assessment Workshop involving FTA, Honolulu Transit, and other agencies and stakeholders in the project.  The Workshop included major sessions on critical project risks, baseline assessments, schedules, costs and contingencies.  The risk analysis covered issues related to the guide way, transit stations, support facilities, systems and vehicles.  In addition, LUSTER personnel discussed issues related to right-of-ways, project services, and financing. LUSTER personnel accessed project information using the industry-standard ProjectSolve platform from Parsons Brinckerhoff.  ProjectSolve was used to store project information for the Honolulu High-Capacity Transit Corridor Project.
