FEMA Education Facilities Team in Louisiana

James "Jim" Hamilton has demonstrated once more the high quality of Luster personnel. Jim works with FEMA as part of the ERPMC joint venture, which Luster National Inc. has supported in Louisiana since October of last year in hurricane disaster recovery efforts. He joined the Education Facilities Team as a Public Assistance Coordinator (PAC), assigned to seven southern parishes, including Lafourche, Terrebonne, Plaquemines, Jefferson and St. Bernard. Jim's disaster recovery credentials date back to 1995 when, as an active duty Army Lieutenant Colonel, he worked as a Contingency Planner with FEMA Regions VI - X to provide Military Support to Civil Authorities on such disasters as the Western wild fires, NW flooding, and Hurricane Opal. From 2000 to 2004, Jim worked as an AT&T Disaster / Business Recovery Manager for the central United States working closely with Region V. Some of his AT&T disaster recovery work included the September 11, 2001 World Trade Center terrorist attack, three 2003 Gulf Coast hurricanes and the North East blackout. In 2004 Luster National, Inc., answered ERPMC's call for qualified management personnel. Jim responded spending 11 + months in Florida working the four named hurricanes as a Public Assistance Coordinator for six north central Florida counties.

In recognition of his high standards and capabilities, FEMA PAO recently announced Jim's promotion to Lead for the Education Facilities Team, effective August 12, 2006. The announcement came from Augustine Angba, FEMA/PA Education Facilities Team Leader, who applauds Jim in his efforts:
"Jim performed exceptionally well in building relationships and trust with many of the applicants. As a result, FEMA credibility was enhanced in large part as a direct result of the type of leadership and guidance provided by him."

In his new role, Jim will be coordinating with all Louisiana state K-12 school boards, all universities and colleges, all private non-profit schools, the Louisiana Board of Education, FEMA and ERPMC management, supervising the project grant worksheet production and human resource issues for approximately 65 TAC individuals as well as planning for and guiding the Education Facilities Team transition from TAC employee into government core positions.

Other assignments Jim has worked on at Luster include the HRXXI Manpower Analysis Program for the Assistant Secretary of the Army, Manpower and Reserve Affairs, where he created and successfully implemented a human resource outsourcing business and marketing expansion plan designed to provide self-sufficiency to an established human resource business unit; the nationwide Immigration and Naturalization Service In Processing Center Expansion Program, where Jim acted as Project Liaison between architects, general contractors, leasing and real estate agents for the southeast & southwest regions of the United States.
