New Orleans, LA, July 22, 2009 Luster National, Inc. (Luster) announced today that the U.S. Army Corps of Engineers (USACE) has contracted the company to provide planning, project and program management support to the USACE - New Orleans District. Augmentation of the District’s staff, and in particular, the Planning, Project and Program Management Division (PPPMD), will provide enhanced program management and technical support for a variety of on-going projects and business improvement initiatives. Initially, Luster will help ensure that monies set aside under the American Restoration and Reinvestment Act (ARRA) are managed and implemented in accordance with prescribed USACE program management policies and best practices. Tom Harris, the Director of the Gulf Coast Region, explained that Luster is committed to providing the best possible resources to the New Orleans District. Harris said that Luster will create “A-Teams” composed of experienced project managers and subject matter experts. Harris added that Luster has tapped into three primary sources from the local community: (1) seasoned military veterans who bring proven leadership and management skills; (2) technical personnel with extensive project scheduling and controls experience; and, (3) recent construction management graduates from the Louisiana State University. Luster’s A-Teams are designed specifically to work closely with PPPMD personnel. Harris said that Luster was selected to provide project management support to the New Orleans District because of the company’s previous project management support of USACE in general, and the consistent high level of expertise provided to the New Orleans District, in particular. Luster’s on-going support includes data collection, cost estimating, project scheduling, budget analysis and a myriad of reporting services. “Capability and competency, not complacency, is Luster’s mantra”, according to Harris. That coupled with Luster’s “can-do” attitude that never says “no”; but rather, “What will it take to make it happen?” are the keys to the company’s consistent high levels of success. Harris added that Luster is working hard to be the Corps of Engineers’ preferred project management partner by consistently providing solutions to USACE challenges. Luster provides the same kind of A-Team support nationwide, creating each team to address the specific goals and objectives of local USACE offices. Luster’s Teams will also be lead by seasoned project managers with extensive business process, construction management, and information systems experience. One such individual is Mark Peasley, a Senior Project Manager recently hired by Harris in the New Orleans District. Mark served successfully as Chief of Operations for an oil and gas firm after retiring as a Lieutenant Colonel from the Army’s Special Forces. According to Peasley, “Luster personnel are helping USACE develop and implement organization-wide program and project management improvements.” Robert Luster, president of Luster said, “Our new USACE contract demonstrates that Luster has the resources and experience to effectively manage multiple projects for the Federal government.” He added, “We can quickly mobilize experienced project managers and technical personnel anywhere in the country in support of USACE and our other clients.” Luster has had a presence in Louisiana since 2001 when it opened an office in New Orleans, and has hired more than 20 local residents to support USACE.
