OVERVIEW

The U.S. Army Corps of Engineers (USACE) has the mission of providing engineering services for federal projects around the country and overseas. USACE plans, designs, and builds dams and locks that control flooding, mitigate beach erosion, and ensures the availability of navigable waterways.

USACE is also responsible for cost effective construction of military facilities on Army and Air Force installations. Today, USACE is heavily involved in energy sustainability design and implementation on military bases around the country using USACE’s Sustainable Project Rating Tool (SPiRiT) and industry’s Leadership in Energy and Environmental Design (LEED) principles and practices. USACE partners with agencies as the Federal Emergency Management Agency (FEMA), General Services Administration (GSA), as well as, state and local government agencies in the management of resources and funds.

Luster plays an integral role in USACE’s management of resources and funding. We provide professional services to several USACE Districts including New Orleans, Galveston, San Francisco, Los Angeles, Baltimore, and Sacramento. We support districts by providing cost-efficient and -effective program/project and construction management services through integrated project teams composed of highly experienced construction managers, program/project managers, business analysts, and other personnel.

Luster also serves USACE districts by ensuring compliance with USACE directives such as the Project Management Business Process (PMBP), Quality Management System (QMS), and Program and Project Management (Engineering Regulation ER-5-1-11). For example, we helped the New Orleans District develop a PMBP-compliant Program Management Plan and several Project Management Plans.

Luster’s services to USACE have also included recommending business process improvements to districts such San Francisco, Sacramento, New Orleans and Galveston. For Galveston, we recently conducted a Program/Project Management Needs Assessment using pre-assessment questionnaires, data reviews, and onsite interviews. We identified areas for short- and long-term improvement.

Luster also provides scheduling, quality assurance, and training support to USACE districts. Over the past twelve years we have trained more than 4000 USACE personnel to use project management best practices embodied in the Guide to the Project Management Body of Knowledge (PMBOK) and the PMBP. In addition, we have trained USACE personnel in the use USACE project management information systems known as P2 and in commercial-off-the-shelf software from Primavera.
