OVERVIEW

Luster supported the U.S. Department of Justice and Immigration and Naturalization Service (INS) in a build-out of 73 Application Support Centers (fingerprint and registration for potential U.S. citizens) in 20 U.S. states and Puerto Rico. The project employed 19 Luster personnel, strategically positioned throughout the country.
The program involved locating, leasing, and building-out more than 70 facilities, ranging from 2,400 to 6,000 square feet. The program included design, permit process, and tenant improvements on a fast track schedule (90 to 120 days per site).
Luster was able to meet the aggressive schedule requirements and complete each site on time and within budget by employing regionally based construction coordinators, knowledgeable in local code requirements, contract law, construction process and requirements, and local market capabilities for design and construction.
The primary functions of the construction coordinators included:
- Reviewing project designs and construction documents for completeness
- Reviewing project budgets and schedules for reasonableness
- Identifying deviations from the contract documents and taking corrective action
- Interfacing with architects, engineers, building officials, landlords, contractors, and inspectors
- Maintaining all project documentation
- Performing regular site inspections and visits
- Expediting permits and construction sign-off
- Addressing community issues
- Avoiding claims
- Solving on-site problems
- Representing the interests of INS
Luster developed and maintained a master schedule, master reports and weekly status reports for the overall program at the programs headquarters in Reston, Virginia.
