OVERVIEW

Luster served as prime construction manager for main pipeline construction within a program designed to eventually provide 100,000-acre feet of reclaimed Title 22 water per year to the District’s customers.

The Phase II Expansion Program comprised approximately 17 miles of pipeline, including 50,000 linear feet of 42-inch-diameter, cement-mortar-lined, polyethylene-wrapped, welded-steel main transmission pipe, which passes through commercial and residential sections of the cities of Lawndale, Torrance, Gardena, and Los Angeles before terminating at the Carson Regional Water Reclamation Plant in Carson. The project also included 11 bore and jack crossings under channels, railroads, streets and major utilities.

Primarily due to schedule constraints, the 42-inch main transmission line was constructed concurrently in three separate bid packages, totaling $22.4 million. Construction duration was 255 calendar days.

During the design phase, Luster assisted the District with constructability reviews and construction bid packaging.

During construction, Luster administered construction contracts and managed schedule, budget, and quality control. Responsibilities included schedule and cost management, contract administration, review of progress payments, change orders, claims avoidance and analysis, on- and off-site inspections/quality control, document control and submittal management, coordination between prime contractors, project completion and close-outs, and community outreach.
