Program Management
The Program Implementation and Management Plan is the core document on which all program policies, procedures and standards are based. The plan is coordinated with existing client management procedures and is reviewed and approved by the client and other stakeholders prior to implementation.
Elements of the plan include: Program objectives, program management strategy, financing and funding plan, program organization, community outreach, program budget and schedule plan, and public relations

Construction Management
During design, Luster develops the process for managing the construction phase of the project. The Construction Management phase coordinates the activities of the design teams. The centerpiece is a cost loaded, baseline Critical Path Method (CPM) schedule.
From the baseline, implementation strategies are developed to optimize financial performance, activity coordination, resource level, predict market conditions, and mitigate project risks. Control procedures, standards and best practices are integrated into construction documents, and coordinated at the program level to avoid repetitive learning curves.

Environmental Management
Luster environmental professionals provide services on a wide range of environmental management projects including due diligence property site assessments, asbestos abatement projects, and project control functions at remediation sites. Our environmental staff includes registered and certified professionals in engineering and geology.

Contract Close-Out Management
Luster understands the critical nature of the close-out management phase of a project. Elements of close-out management that are crucial to a project’s success include:

  • Documentation of properly completed work
  • Organization and consolidation of as-built records
  • Certification of expenditures
  • File closure with jurisdictional authorities at the project level
  • Recommendations for final payment
  • Assurance that manufacturer recommended procedures for start-up, testing, operation and maintenance of equipment are properly transferred to building and grounds personnel.

Just as quality assurance and control measures lead to a proper completion of work, effective contract administration assures that accounting and administrative duties are executed correctly. Final payment is recommended only when a punch list is complete and accurate.
