San Francisco Civic Center Courthouse

Luster served as prime construction manager for the City and County of San Francisco’s new 233,000 square-foot courthouse. The high-tech, state-of-the-art courthouse reflects the historic Beaux-Arts architecture of the other prominent buildings in the Civic Center. The six-story edifice houses San Francisco’s superior and municipal civil courts.

The focus of the courthouse is a three-story rotunda. The structure is gray sierra granite with floors of limestone, from quarries in France. A lacy, etched design covers the metal elevator doors, and metal custom-designed gates provide security and artistic touches in the lobby area.

Thirty-nine courtrooms and hearing rooms are located on five floors. Security was provided with a sally port, prisoner elevator and separate entry to the detention area.

Luster provided full construction management services throughout the pre-construction and construction phases, including all on-site inspection. We managed the construction and design teams and ensured that their efforts were coordinated closely. The project had tight budget and schedule constraints that Luster helped to maintain.

Day-to-day services provided by Luster for the Courthouse project included: project coordination, quality assurance, change order review and resolution, scheduling contractor’s work, cost control, contractor monitoring, and disputes resolution. Luster developed the project procedures manual, which became the road map for implementing all non-construction tasks, including schedule and change order management. Luster directed the installation of the furniture, fixtures and equipment and the move of furnishings, records, and other items from the previous location to the new Courthouse.
