(“Luster”) has a proven and successful 35-year record of accomplishment spanning a broad spectrum of professional services in the public infrastructure sector that includes Strategic Consulting services; Program, Project, and Construction Management; Stakeholder Alignment; Environmental Consulting and Compliance; Diversity Management; Public Outreach; Wellness Program Design, and Workforce Development. As a firm, Luster and its quality management system is certified under International Organization for Standardization (ISO) 9001:2015. Luster Mission.
Luster provides superior professional services to a broad array of national and regional private sector clients and governmental agencies, faced with ever-changing and complex needs. We generally serve as an “internal” advocate or “owner’s representative” for our clients but are also able to perform more conventional Professional Services as an “external” contractor as well. Regardless of the- mission we are required to perform, we provide innovative, sustainable courses of action and business processes in order to meet our client’s unique and diverse needs and/or requirements. We constantly strive to achieve superlative results, utilizing exceptional people, who are subject-matter experts in their respective fields. Our commitment to enhancing capacity and outreach for teaming partners and clients is evident through a range of strategic programs and initiatives. By leveraging our internal expertise, partnerships, and proven methodologies, we have successfully designed programs that strengthen small businesses, support historically underutilized businesses , and engage communities. When possible, Luster directly engages with the community to facilitate the co-creation of the small business capacity building and workforce outreach program.

ROADS & BRIDGES OVERVIEW
Alameda County Public Works Agency (ACPWA), Alameda County CA: Luster, as a prime, leads a series of informational events targeting local businesses interested in working with Alameda County Public Works Agency (ACPWA) and other Alameda County contracting agencies. The program provides small businesses with direct access to key stakeholders, including the Port of Oakland, EBMUD, City of Oakland, AC Transit, and the Alameda County Transportation Center. By facilitating connections and providing guidance, Luster helps businesses navigate procurement processes and strengthen their competitive positioning. Access to funding institutions, bonding capacity, accounting, and legal support is an essential part of the total outreach and capacity build efforts. Luster provides basic tools small businesses may utilize to build their firms wherever they are in the lifecycle of the firm.

MARTA, Atlanta, GA: MARTA is Atlanta’s primary public transportation system, operating buses and a 48-mile rail network. Its Centralized Program Management Organization (CPMO) oversees capital projects, ensuring efficiency, quality, and standardized project management. Luster serves as a subconsultant under the CPMO Consultant Supplemental Services contract, supporting MARTA’s Disadvantaged Business Enterprise (DBE) Program. Luster ensures compliance with federal DBE regulations, monitors contractor performance, tracks payments, resolves disputes, and supports utility coordination. Luster fosters confidence in the contractual process ensuring compliance to all governance mandates and policies.
Student Intern Program, States of CA, and GA: Luster is committed to developing the next generation of infrastructure professionals. Through its internship programs with the California High-Speed Rail (CHSR) project and the Georgia Department of Transportation's (GDOT) Major Mobility Investment Program (MMIP), Luster provides hands-on experience to students and early-career professionals interested in mega infrastructure projects. This 10-week paid internship immerses participants in both the technical and managerial aspects of large-scale transportation projects, fostering skills that prepare them for careers in the industry. Luster is positioned to assist other firms in designing and implementing similar programs to cultivate future industry leaders. . Operating across the U.S. and by partnering with universities, Luster provides students with a comprehensive introduction to the industry, developing and shaping local talent within the communities we serve.
City and County of San Francisco City Build Program, San Francisco CA: CityBuild provides comprehensive pre-apprenticeship and construction administration training to San Francisco residents. It is an internationally-recognized model for creating opportunities and careers for residents through local projects. Luster developed the concept paper under then Mayor Gavin Newsome. The program celebrated 20-years of supporting City and County of San Francico residents in April 2025. Luster took an idea and created the framework to what is now today a pathway for local residents to career in the construction industry.
AC Transit BRT Program, Alameda County, CA: Luster played a pivotal role in the AC Transit BRT Project, a $178-million initiative spanning a 9.5-mile corridor between downtown Oakland and the San Leandro BART station. Our contributions included:
· Leading the Community Outreach and Public Engagement team
· Developing the BRT Community Outreach Plan and Business Impact Mitigation Plan
· Managing the BRT Information Center and facilitating stakeholder meetings
· Providing community construction relations management
· Implementing the Construction Impact Mitigation Plan to support small businesses in construction zones
· Creating multilingual project collateral, managing digital content, and public relations
Luster co-created with businesses, residents, students, and community-based organizations solutions to issues before they become problems.
