On the Hill International team, Luster provides quality management, document control, PMIS configuration, and project controls training, plus a full suite of custom user guides. The finished PMIS supports the complete project life cycle from planning through operations. Luster also conducted a needs assessment for the Port's Social Responsibility Division Compliance Office, delivering short- and long-term recommendations.

Risk management services on the Port Authority's $2.05 billion program replacing the AirTrain with a new 2.5-mile elevated guideway system serving twelve million passengers a year.

Luster-led risk workshops give program decision makers an effective programmatic risk mitigation tool, build a risk-aware culture, and foster a forward-looking approach that addresses potential issues before they become problems, applying ISO 9001:2015 plan-do-check-act principles.

Luster staff administer MARTA's federal Disadvantaged Business Enterprise compliance program: monitoring construction projects, tracking real-time payment data against DBE goals, and resolving prime-subcontractor discrepancies. The team also provides utility coordination. As a member of the HNTB program management team, Luster manages the risk register and log, conducts risk workshops, analyzes threats using Monte Carlo risk evaluation, and integrates quantified risks into cost and schedule reporting.

Major partner on GDOT's District 6 on-call CE&I contract, covering 17 counties across Northwest Georgia from metro Atlanta to the Alabama and Tennessee lines.

The Luster team provides contract administration, construction inspection, and materials sampling and testing to ensure projects meet GDOT and FHWA requirements, spanning roadway widenings, resurfacing, new construction, bridge replacement and rehabilitation, traffic signals, ITS, and safety improvements.

Luster was the second-largest joint venture partner on the five-firm HJCM team delivering a 16-year, $6.8 billion program at the world's busiest airport.

The International Terminal added a new CBP inspection station, two parking facilities with 3,500 spaces, and 13 security lanes. The Inbounds project delivers new grade-separation bridges, concrete pavement, retaining walls, lighting, and signage, all staged to keep every terminal and parking area open.
