Luster helps the Port of Oakland set up systems and processes to manage the Engineering Portfolio and launch their new Engineering Program Management Office.

Luster's scope includes the conduct of a gap analysis, standing up the PMO, identifying and configuring a PMIS solution for the Port's capital infrastructure delivery needs, and creating policies and procedures needed to audit and report on established key performance indicators.
