Port of Oakland | PMIS

Oakland, California

Luster helped the Port of Oakland set up systems and processes to manage its Engineering Portfolio and launch a new Engineering Program Management Office.

Scope included a gap analysis, standing up the PMO, identifying and configuring a PMIS solution for the Port's capital infrastructure delivery needs, and creating policies and procedures to audit and report on established key performance indicators.

Phoenix, Arizona

Luster served as the City of Phoenix Aviation Department's owner's representative and technology advisor for PMIS modernization and digital transformation across the airport's capital improvement program.

Scope included a phased, multi-year technology roadmap, vendor-neutral technology evaluation and selection, business process mapping and future-state workflow design, data governance planning, and executive reporting and analytics strategy. Luster provided independent owner-side oversight of the implementation partner and delivered an integrated ecosystem built on Oracle Primavera Unifier, Oracle Construction Intelligence Cloud, and Microsoft Power BI, with a roadmap for expansion into Oracle Primavera Cloud Schedule and Portfolio Planner.
