Luster is delivering strategic consulting services on the nation's first high-speed rail system, a $110B program connecting California's mega-regions.

Luster's SCS team assisted CHSR by mobilizing staff, planning for Year 1, drafting the business plan, implementing program quality measures, strengthening oversight and reporting of field activities, and conducting an improvement study for change control and program quality. The team also helped stand up the PMO, provides ISO 9001:2015-based quality management, program controls, and infrastructure delivery personnel including program directors, managers, and change control advisors overseeing design-build teams.
