Roads & Bridges
Luster brings a wealth of experience to the Roads & Bridges sector, spanning over three decades. Over this time, we have delivered a comprehensive range of services including Program, Project, and Construction Management, Construction Engineering & Inspection (CE&I), Utility Relocation, and Right-of-Way Acquisition. Our involvement extends across various roles, from serving as a Prime contractor to acting as a Sub-consultant or engaging in Joint Venture partnerships.
Transit
Luster boasts a rich history in the Transit sector. We have offered a diverse array of services including Master Schedule Development, Cost Review and Analysis, Oversight Inspection, and Claims Avoidance Training. Our involvement has been versatile, as we've served as both a Prime contractor and a Sub-consultant.
Aviation
Luster possesses extensive experience in executing aviation projects, encompassing both airside and landside developments. Our portfolio includes engagements in airport terminals, CONRACs, traffic control systems, and parking structures. Luster has actively participated in commissioning processes, airport studies, management systems implementation, and the planning and design phases of these large-scale projects.
Federal
Luster is proud to serve the federal and USACE sectors by providing Program, Project, and Construction/MILCON Management, stakeholder alignment, and workforce development.
Vertical
While Luster predominately performs horizontal work, we perform select vertical work. Luster has experience assisting clients and teaming partners in the fields of healthcare, high technology, and government buildings.
Environmental Services
Luster has extensive experience providing environmental consulting services on program management and delivery teams. We have an internal group of environmental consultants that provide environmental compliance & oversight, project permitting and agency assistance, and NEPA planning and documentation. Luster environmental personnel have a deep understanding of state and local environmental procedures, guidelines, and expectations. Luster provides Phase I & II Hazardous Waste Environmental Site Assessments, NEPA Documentation, Ecology, Public Outreach and Utility Coordination for owners, design firms and consultants.
Community Outreach & Public Engagement
Luster’s approach to Community Outreach and Public Engagement is inclusion - not exclusion. We recognize the importance of measurable goals and outcomes, proactive communication, and equitable participation to facilitate successful program delivery. There must be sincere listening by seemingly disparate entities such as clients, community groups, public agencies, businesses, workforce development, elected officials, and the media to create an environment that will facilitate the development, implementation, and utilization of capital programs for generations to come.

Description: Luster has subject matter expertise in community outreach, public relations, and project labor agreement administration. We provide these services from inception and planning to construction through operations. Our services include developing community outreach plans, business impact mitigation plans, construction impact mitigation plans, and facilitating user-friendly public information meetings with merchants, stakeholders, and residents.
Historically marginalized communities are now more than ever, demanding transparency and accountability. Luster has the cultural competencies and awareness that will assist in meeting their needs, elevating accessibility, and making sound decisions that will move programs forward. This awareness includes understanding the linguistic needs, complex histories, injustices, and trepidations from past capital programs that lacked transparency and community participation. Luster understands that a community is an unfolding story that changes every day. To be successful, we have learned that a capital program needs to be patiently, responsibly, and considerately incorporated as a new chapter in a community’s story.
We create multi-lingual project collateral, periodic eNews publications, ongoing content for project websites, and social media outlets, as well as distribute, review, and analyze surveys, all to engender overall enthusiasm and encourage stakeholder participation on projects.
